Running for Congress as an independent is not something a person should undertake lightly, especially when the two major parties and the big money that supports them will do everything possible to prevent a successful independent run. Federal law allows a person considering a run to “test the waters” before deciding whether to run to form an Exploratory Committee to conduct polls, travel the district, to raise funds, and in general to determine the feasibility of a run. An Exploratory Committee must comply with the Federal Election Campaign Act.
